Description
The Livestock Feed Label Inspection Workbook (Module 8 of the Feed Inspector Training) is a learning and reference tool for inspection staff of the Canadian Food Inspection Agency (CFIA) Feed Program. This workbook describes the appropriate procedures to complete a livestock feed label review to ensure compliance with the Feeds Act and Feeds Regulations 2024, the Health of Animals Act and the Health of Animals Regulations, and the Safe Food for Canadians Regulations.
Upon reading the workbook and completing the practice exercises, the participant will be able to:
• identify the regulatory definition of livestock feed labels,
• describe the purpose of livestock feed labels,
• assess whether livestock feed labels are in compliance with the Feeds Regulations 2024, the Health of Animals Act and Health of Animals Regulations, and the Safe Food for Canadians Regulations (Part 13 – Organic Products),
• distinguish between label claims that are permissible and those which require registration as per the incorporation by reference (IBR) documents of the Feeds Regulations, 2024,
• identify the types of livestock feeds that require registration and those that would be exempt from registration,
• utilize the IBR documents (for example, the Tables of Permissible Claims for Feed Labels, Tables of Nutrient Guarantees and Conditions for Feed Labels, etc.) to verify that livestock feed labels meet regulatory requirements,
• apply the standard regulatory response process and any follow-up actions in relation to the livestock feed labelling guidance (Feeds Regulations, 2024) as per the activities below:
o Complete a verification worksheet and report form
o Issue corrective action requests (CARs)
o Review corrective action plans (CAPs) by facilities to address areas of non-compliance(s)
o Provide feedback to facility regarding acceptability of CAPs
o Conduct follow-up inspections at facilities to verify that CAPs have been implemented and non-compliance(s) addressed
